Airlines' Flexibility in Accepting Expired UK Passports for Dual Citizens
In a recent development, the British government has granted airlines the discretion to accept expired UK passports from dual British-Australian citizens, amidst a significant change in visa regulations. This decision comes as a response to potential confusion arising from the new rule, which will take effect on February 25, 2026.
The rule change stipulates that British and Irish dual Australian citizens can no longer travel to the UK without a current British or Irish passport. This has led to concerns among air carriers, who are now allowed to interpret the rule change more flexibly. The UK Home Office has confirmed that airlines may accept certain expired British passports as alternative documentation, provided they meet specific criteria.
According to the Home Office, airlines can accept expired passports from 1989 or valid non-visa national third-country passports with matching biographic details. This operational decision gives airlines the freedom to determine which alternative proof they will accept. Additionally, individuals with a previous British passport can apply for an emergency travel document if they need to enter the UK urgently.
However, the UK Border Force will still assess individuals' suitability to enter the UK and conduct additional checks if necessary. The government has been warning about this change since October 2024, but confusion persists as the enforcement date approaches. The rule change will impact thousands of Australians with a family connection to the UK, forcing them to consider British citizenship for entry.
Dual citizens have the option to pay a one-time fee of £589 for a certificate of entitlement, which can be used alongside Australian passports. Virgin and Qatar Airways have confirmed that staff will check passengers' entry rights before travel. Despite the UK's temporary exception, airlines emphasize that passengers remain responsible for meeting entry requirements in all countries.
A spokesperson for Emirates highlighted the individual traveler's responsibility to ensure compliance with visa and entry requirements. The airline advises passengers to verify the latest requirements with government authorities well in advance of travel, as these can change. Qantas, Singapore Airlines, British Airways, and Cathay Pacific have been contacted for comments.
The situation has sparked debate, with some Australians expressing confusion over their British citizenship status. Tony Ducker, an Australian resident, was surprised to learn he was a British citizen and now requires a British passport for travel. He questions the UK's approach, suggesting it might be a bureaucratic process to increase citizen numbers. Professor Nando Sigona, an expert in international migration, notes that the rule change introduces an unexpected bureaucratic step for some families, particularly those living abroad without prior need for British passports.
